Libre competencia, mejor amiga, peor enemiga.(Mi manifiesto en el Día del Trabajo).(Español).

Las organizaciones campesinas bloquearon esta semana muchas vías de acceso en diferentes puntos del país, como medida de hecho manifestando su descontento ante la situación actual, especialmente en cuanto se refiere a la prestación de los costos en los servicios de electricidad y la elevación interna en los precios del azúcar. A dichos problemas importantes adicionan otros reclamos endémicos en América Latina, como la dificultad del acceso a la tierra y otros temas clásicos que cobran auge en los días cercanos a la celebración del Día del Trabajo.

Exigen los miembros de dichas organizaciones la nacionalización de los servicios de electricidad y por ende que se expulse del país a la concesionaria de dichos servicios y por tanto, la expropiación de sus activos. Por otra parte, plantean como solución al problema del alza interna de precios del azúcar, la apertura del mercado guatemalteco a la importación de azúcar de cualquier parte del mundo.

Medios de comunicación internacionales han publicado noticias de hechos violentos desafortunados, los cuales se presume están relacionados con la prestación del servicio eléctrico, el cual ha provocado conflictos entre los vecinos y la corporación multinacional poseedora de la concesión, especialmente en la zona sur del país. Los comunitarios se quejan de recibir servicios eléctricos defectuosos y en muchos casos, se han negado a pagar las facturas durante muchos meses y han incurrido en efectuar conexiones clandestinas.

En otra de las dimensiones, el problema de la elevación del precio interno del azúcar, ha tenido como consecuencia la protesta de las familias; sin embargo, el encarecimiento del edulcorante se debe a la insuficiencia en la producción interna para abastecer al mercado nacional y al desabastecido mercado de la zona sur oriental de México, dada la reducción en la producción azucarera en dicha región, lo que ha estimulado el contrabando de dicho producto.

Al respecto debe recordarse que la comercialización, tanto de los servicios eléctricos, como del azúcar, está sujeta a medidas regulatorias, por lo cual, no cualquier empresa proveedora de electricidad puede operar dentro de nuestro territorio, ni los ciudadanos de este país, pueden comprar azúcar de cualquier otra parte del mundo, sin incurrir en ilegalidad. Al respecto, las gremiales o corporaciones que gozan de los privilegios que les son concedidos por la regulación, cuidan de que los mismos no les sean disminuidos y si es posible, lograr más beneficios a los ya existentes, a través de estrategias de incidencia política.


Muchas personas en América Latina, erróneamente consideran que tales prácticas se originan o derivan del libre mercado y achacan a éste último la raíz de dichos problemas. Equivocadamente, consideran que constituye una falla del mercado la existencia de grandes corporaciones multinacionales que cuentan con la protección regulatoria del Estado. Sin embargo, tales empresas y la implementación de sus prácticas no corresponden al libre mercado, sino a un mercado interferido; estamos ante un mercado no dirigido por empresarios, sino ante un mercado dirigido por políticos, un mercado no libre.

Es precisamente cuando el entorno de negocios está sujeto a regulaciones para limitar la libertad del mercado, con el propósito de conceder privilegios para desviar la riqueza de las grandes masas humanas a pequeños grupos, que se desencadenan los problemas o conflictos sociales como los que hoy vivimos en Latinoamérica, donde en incontables ocasiones, las partes recurren a recursos violentos, donde el odio se manifiesta en su expresión más extrema: los asesinatos, paralelos estos a la negociación política.

Ante tales condiciones, tristes y dolorosas, el mercado libre presenta un mecanismo eficaz y pacífico, la libre competencia.

En un entorno de libre competencia, cualquier persona puede desarrollar las operaciones de comercio e industria donde considera que se desempeñaría mejor. Muchas veces incursiona en los negocios atraído por las altas ganancias y abandona aquellas áreas donde sufre pérdidas.

Cuando las ganancias que está obteniendo una empresa son cuantiosas, surgen otras con la expectativa de obtener también tales apetitosos márgenes de ganancia, esforzándose por brindar mejores productos o servicios y si es posible, ofreciendo precios más bajos y con ello, propiciar que las ganancias de sus competidores sean menores y los abusos empresariales se reduzcan. En tales casos, los más beneficiados resultan siendo los consumidores, quienes sin necesidad de perder su valioso tiempo participando en protestas o de correr el riesgo de ser víctima de un asesinato, a través de su compra pacífica y voluntaria, decide qué empresa debe permanecer y cuál no.

Lo anterior demuestra que la libre competencia es la peor enemiga de las ganancias, pero la mejor amiga del consumidor. También favorece a las mismas empresas al reducir costos por servicios de seguridad o servicios de represión o venganza y los costos orientados al financiamiento político y recursos legales y costos de corrupción. Pero a la vez, la libre competencia beneficia a los políticos en el poder, ya que un elector que disfruta de relaciones sociales más pacíficas y accede a una mayor cantidad de bienes y servicios a precios más baratos, durante las siguientes elecciones dirigirá su voto al equipo político que mejor le haya servido.

Por las razones anteriores, coincido con la petición de las organizaciones campesinas en cuanto a que se permita a las personas poder importar azúcar de cualquier parte del mundo, sin que exista arancel alguno; consideración anterior reforzada con el hecho que el precio mundial del azúcar equivale a la mitad del precio que se paga en Huehuetenango, Guatemala. Sin embargo, difiero con la petición en cuanto a la expulsión de la corporación multinacional concesionaria de los servicios de electricidad, ya que la mejor solución para este segundo caso, es la misma que para el primer caso: permitir que cualquier empresa del sector eléctrico en el mundo pueda operar en el país, reduciendo o eliminando las barreras y regulaciones, lo que reduce los precios, limita los abusos y reduce drásticamente el conflicto social y la violencia que hoy sufrimos.

Sin embargo, la implementación de tales soluciones económicas constituye un gran desafío político, ya que debe dotarse a las personas responsables de tomar y ejecutar tales decisiones, de buenos mecanismos, recurso humano y estrategias para proteger su integridad personal, ya que en principio, muchos empresarios que gozan de prebendas o privilegios perciben la libre competencia como una amenaza, más que una oportunidad. Sin embargo, la historia tiene la razón. En cada sector donde existe libre competencia, las condiciones de vida mejoran para todos y por ello se consigue progreso real.

La promoción de la libre competencia permite la reelección de partidos políticos para dirigir los gobiernos durante un período más en un sistema democrático, cosa que no sucede en entornos económicos regulados, tal el caso de Guatemala, donde debido a la regulación, la concesión de privilegios, las limitaciones al libre mercado y a la libre competencia y por ende, la violencia y la inseguridad, la sociedad ha institucionalizado la costumbre que un partido político no haga gobierno dos veces.

Free competition, best friend, worst enemy.(My manifest at the Labor Day). (English).

Peasant organizations, this week blocked access in many different parts of the country, as a fact measure to express dissatisfaction with the current situation, especially as regards the costs of provision of electric services and the rising of domestic prices of the sugar. To those problems are added other claims endemic in Latin America, including the difficulty of access to land and other classics that flourish in the days surrounding the celebration of Labor Day.

Members of those organizations are requesting to nationalize the services of electricity and that the concessionary enterprise be expulsed from the country; therefore, to confiscate its assets. Also, they propose as solution to the problem of rising of the sugar price, to open the Guatemalan market to import sugar from everywhere in the world.

International press agencies, has been published news about unfortunately violent facts, which are supposedly related to electrical services, that has caused conflicts between citizens and multinational corporation that is the concessionary, especially in the south of the country. Citizens are claiming because the services are defective and, in numerous cases, they have refused to pay the invoices for several months, and also, they have made clandestine connections.

In other dimension of the complex problem appears the increase of the internal price of sugar, that have had as consequence protests of the families; however, the rise of prices of sweetener has roots in the insufficiencies in internal production to supply the national market and scarcity of this product at southeast of México, as consequence of sugar production decrease in that region, fact that has stimulated the smuggling rings.

At this point we must remember that commercialization of electrical services and of sugar is under regulatory frames; therefore, not any electricity corporation can operate within our territory, nor can citizens of this country purchase sugar from whatever place in the world without fall in illegality. In this regard, the guilds or corporations who enjoy the privileges granted to them by regulation, are caring of not be diminished in your advantages, and if possible, to achieve more benefits to existing ones, through political strategies.

A lot of people in Latin America, are wrong to consider that those practices has origin or derivates from free market, and are blaming it for the roots of these problems. Wrongly, they consider that is a failure of free market the existence of huge multination corporations that have with the regulatory protection of State. However, these companies and the implementation of its practices do not correspond to the free market but a market interfered; we are in front of a market not directed by entrepreneurs, but in front of a market directed by politicians, a market that is not free.

It is precisely when the business environment is subjected to regulations to limit the freedom of the market, with the purpose of granting privileges to divert the wealth of the great masses of people to small groups, which triggered the problems or social conflicts, such as those now we live in Latin America, where countless times, both sides used violence resources where the hate is manifested in its most extreme: murder, these accompanied by political negotiation

In such conditions, sadness and painful, the free market presents an effective and peaceful mechanism, free competition.

In an environment of free competition, any person can to develop trade or industrial operations where considers that will be best. Several times incurs in business attracted by high profits and abandons those areas where suffer losses.

When the profits that an enterprise is obtaining are considerable, appear other enterprises with expectative to obtain such attractive spreads in revenues too, working hard to offer better products and services, and if is possible, offering lower prices, getting in this manner that the profits of their competitors be lower, reducing also, the entrepreneurs abuses. In such cases, the goodness of phenomen is in favor to the customers, whom not need loss their valuable time in protests or have the risk of be a candidate to be assassinated. The customer, thru buying peaceful and voluntarily, decides what enterprise must be remain and what no.

This shows that competition is the worst enemy of the profits, but the best friend of the consumer. Also favors the companies to reducing costs by security services or law enforcement services or costs of revenge and political funding and legal resources, also costs of corruption. But at the same time, free competition benefits to the Government politicians, because a voter who enjoy peaceful social relations and access to a wider range of goods and services at lower prices, during the next election he will vote for the political team that best served to him.

For the foregoing reasons, I concur with the request of peasant organizations, in the sense to allow people to import sugar from anywhere in the world, without any tax to international trade; previous consideration reinforced by the fact that the world sugar price is equivalent to half the price paid in Huehuetenango, Guatemala. However, I disagree with the request regarding the expulsion of the multinational corporation licensee of electricity, since the best solution for this second case is the same as the first case: to allow any company in the electricity sector the world can operate in the country through reducing or eliminating barriers and regulations, to get reducing prices, getting limit to abuses and drastically reducing social conflicts and violence that we suffer today.

However, the implementation of such economical solutions it is a big political challenge, because security must be provided to executive officers responsible to implement and execute such decisions, with good mechanisms, human resources and strategies to protect their physical integrity, because in the short term, the entrepreneurs that enjoy of privileges, feel that the free competition is a threat instead of an opportunity. Nevertheless, history has the reason. In each sector where free competition exists, the life conditions are better for all, therefore real progress exists.

Promotion of the free competition, affords in a democratic system, that political parties be reelected to direct the governments one subsequent term more, fact that not occurs in regulated economies as Guatemala case, where the legal regulation itself, grant of privileges, the limits imposed to free market and to free competition, and therefore, insecurity and violence, has made that the society has institutionalized the custom, that a political party don’t govern the country by two times.

EL RINCON DE EDWIN.Cosechando frutos de las semillas del pasado. Harvesting fruits of the seeds of the past.

Cosechamos los frutos de las semillas del pasado.(Versión en Español).

Basta con sembrar una sola semilla de naranja, para que crezca un naranjo que producirá en unos años, dependiendo de la variedad, una gran cantidad de naranjas durante varias generaciones. Es natural que la semilla que fue sembrada un día, germine y se transforme en una planta que luego de una cantidad de años, dé frutos en abundancia. Situación real de este mundo.

Hay semillas que caen en el suelo, germinan y surgen plantas sin control; mientras que por otra parte, hay plantas que reciben un cuidadoso cultivo y fertilización controlada. De la forma en que se cultiva cada planta, desde la preparación del terreno, pasando por la siembra de la semilla y el cultivo de la planta a lo largo de todo su ciclo de vida, dependerá la calidad y cantidad de fruto que se obtenga.

Los seres humanos, como entes de la naturaleza, también estamos sujetos al ciclo natural de la vida; procedemos de la madre tierra. “Memento homo, quia pulvis est et in pulverem reverteris –recuerda hombre, que polvo eres y polvo volverás a ser-“, palabras que además de estar plasmadas en diferentes lugares y que se nos empeña en recordar cada Miércoles de Ceniza en la tradición cristiana, también se encuentran escritas a la entrada del Cementerio General de la Villa de Chiantla en Huehuetenango, Guatemala.

De forma similar a una planta, cada ser humano nace de una mujer, que cual fértil terreno, idealmente debiera tener una cuidadosa preparación desde su infancia, para que las plantas que de ella surjan, crezcan con lozana belleza y a su madurez, den bellos frutos en abundancia. Ello implica también el cultivo de dicha planta, sus hijitos, quienes deberán ser sujetos de muchísimos cuidados, especialmente durante los primeros seis o siete años.

Tales cuidados implican un rigoroso y constante riego de agua de amor, esencialmente por parte de la madre y complementariamente por el amor del padre. Sin embargo, se deberá tener especial cuidado con las amenazas de los elementos de la naturaleza, así como oportunamente podar los malos brotes o ramas que a veces quedan dañadas. De no ser así, se tendrá una planta de la cual, no precisamente se esperará los mejores frutos, sino malos frutos que serán cosechados, también en abundancia.

¿Qué puede esperarse entonces de una planta que ha nacido en tierra hostil, crecida en medio del abandono, entre un ambiente agresivo, sin poca o ninguna fertilización, con escasez de agua de amor o sin ella? Lo más seguro, frutos horrorosos y en abundancia.

Los seres humanos, brindan a la sociedad la abundancia de sus frutos, aproximadamente luego de quince o veinte años. Los frutos de las semillas plantadas no se cosechan de inmediato. El promedio generacional es de aproximadamente veinte años. No es vana la sabiduría antigua al establecer el sistema vigesimal.

Si bien es cierto, los fenómenos sociales son muy complejos, es decir, existen muchos factores que constituyen causas de las consecuencias posteriores; uno de ellos reside en el cuidado de los niños del ayer que son los adultos de hoy. Y aún más, en los jóvenes del ayer, padres de los adultos de hoy (recordemos las condiciones sociales de una generación atrás: guerras, conflictos, abusos, agresión, odio y violencia –esperemos lo mismo pero aumentado-).

Aunque no todo es malo, afortunadamente. Sin embargo, hoy las sociedades del mundo están sumidas en un estado de violencia desaforada, donde la mayoría de crímenes obedecen a motivos amorosos o ambiciones financieras, aunque no faltan otros sentimientos negativos como la envidia. Homicidios, asesinatos, fraudes, robos, asaltos, búsqueda y apropiación de los fondos públicos, desorden institucional, venganzas y tantas cosas negativas que nos aquejan, todo entrelazado en un círculo donde no se sabe quién fue primero, si la gallina o el huevo. Estamos cosechando los abundantes frutos de las plantas que fueron sembradas en el pasado.

Se espera que alguien haga algo para corregir la situación actual. Muchos consideran que deben ser los Estados del mundo o las religiones. Pero me pregunto ¿Quiénes son los líderes mundiales que desarrollan los procesos políticos en el mundo? ¿No son acaso los padres del pasado o las plantas del presente? ¿No es acaso ingenuo solicitar al mismo árbol que se corte a sí mismo y desaparezca de la faz de la tierra? En todos los ámbitos hay plantas que surgieron del mal cultivo, aunque hay abundantes excepciones.

Considero que debemos esperar que las naturaleza haga su trabajo a través del natural ciclo de vida, mientras que en el presente, las sociedades actuales deberán iniciar con una renovación del nuevo terreno (son ellos los niños y especialmente las niñas –futuras madres-), nuevas semillas y la revisión de los métodos de cultivo de las nuevas plantas (regadas con abundante amor y sin abandono de sus madres) que darán abundantes frutos durante la siguiente generación, ya que durante la nuestra, simplemente debemos cosechar los abundantes frutos de las semillas y plantas cultivadas con indolencia en el pasado.

We are harvesting the fruits of the seeds of the past.(English version).

Sufficient is to plant a single orange seed, to grow an orange tree that will produce several years later, it depends on the variety, a lot of oranges for several generations. It is natural that the seed that was planted one day, be sprout and turn into a plant that after a number of years bears fruit in abundance. This is the real situation of this world.

There are seeds that fall on the ground, germinate and emerge and turn into plants out of control; while on the other hand, there are plants that are under conditions of cultivation and fertilization carefully controlled. The way in which each plant is grown, from land preparation through planting of the seed and the cultivation of the plant throughout its life cycle will determine the quality and quantity of fruit to be obtained.

Human beings, as entities of the nature, are also subject to the natural cycle of life. We come from the mother earth. "Memento homo, quia est et in pulverem pulvis reverteris" (let remember man that you are dust and to dust you shall to be return), words that in addition to be reflected in different places, insist on reminding to everyone of us, at the Christian Churches every Ash Wednesday and are also written to the entrance of the general cemetery of the town of Chiantla in Huehuetenango, Guatemala.

Similar to a plant, each human being is born of a woman, that as fertile soil, ideally should have a careful preparation since childhood, so that the plants that emerge from it, grow with lush beauty and at its maturity, give high quality fruits in abundance. This also implies the cultivation of the plant, their babies, who should be subject to a lot of care, especially during the first six or seven years in their life.

Those cares involves a rigorous irrigation of water of love constantly, mainly by the mother and additionally, with the love of the father. However, it must be especially carefulness with the threats of the elements of nature, and timely pruning of bad outbreaks or branches that are sometimes damaged. Otherwise, will be obtained a plant that not will give exactly the best fruits expected; instead of this, bad fruits will be harvested, also in abundance.

What do we expect then from a plant that was born in hostile land, grown in the middle of the abandonment, including an aggressive environment, lack of water, without little or nothing of fertilization or without love? The safest course, we will get an enormous amount of horrific fruit.

Human beings, provide to the society abundance of their fruits, more less fifteen or twenty years after. The fruits of seeds planted are not harvested immediately. Intergenerational average is approximately of twenty years. The ancient Mayan wisdom is not vain to establish the system based on the twenty number.

Although, social phenomena are very complex, in other words, exist many factors that constitutes causes of the later consequences; one of them reside on the care of the yesterday’s children that are the today’s adults. And yet more, reside on the care of the youth of yesterday, that are the parents of the adults of today (let’s remember the social conditions of one generation before, with wars, conflicts, abuses, aggression, odium and violence – we will wait the same, but increased -).

Although, not entire situation is bad, fortunately. However, today the world's societies are mired in a state of lawless violence, where most of crimes are motivated for passional emotions or financial ambitions, although there are other negative feelings such as envy. Homicides, murders, frauds, thefts, assaults, search and seizure of public funds, institutional disorder, revenge and so many negative things that affect us all intertwined in a circle where no one knows who came first the chicken or the egg. We are harvesting the rich fruits of plants that were planted in the past.

It is expected someone to do something to correct the current situation. Many consider that must be the governments of the world's countries or religions. But I wonder: Who are the world leaders that develop political processes in the world? Are not the parents of past or plants emerged from them? Is not it naive to ask the same tree that is cut himself and disappears from the face of the earth? In all areas there are plants that emerged from the bad crop; although there are numerous exceptions.

I think we should expect that nature do its own work through the natural cycle of life, whereas in the present, modern societies must begin with a renewal of new ground (they are the children and especially, girls, future mothers) new seeds and the revision of methods of cultivation of new plants (watered with abundant love and without neglect of their mothers) to give abundant fruits in the next generation. While, to our own generation, we just have to harvest the abundant fruits of the seeds cultivated plants with neglect in the past.
